Does anyone have ideas on how to make my chocolate lab resemble, "Toto", for Halloween?

My 3 year old chose the Wizard of Oz theme for everyone to be for Halloween. My yellow lab is the lion. I made a mane and suit for her back. Looking for ideas for the chocolate lab, who was picked to be Toto.|||He may be too large to be toto|||put a tartan jacket on her because its a scotty dog lol and spike the dogs hair up abit by brushing it the wrong way i think people should get it anyway considering the theme you guys have lol|||Look up William Wegman's dogs. He's probably taken a photo that would inspire. Maybe use some dusters to get that furry look?|||something like a cap or head dress to look like yorkie hair on ears and head, and if you could come up with a way to look like her/his head is sticking out of a basket.because toto was always in and out of dorothys basket.
